Once you have read what has taken place in the first four months of this year, it is imperative for everyone to read the last article of 2024 titled “Far too many, far too easily yield control of their lives to governments and corporations.”1 The last article of 2024 will allow everyone to be current about what has taken place with the growing surveillance state for the past fifteen years or so. In this article we will cover biometrics, The Real ID Act 2005, Mobile/Digital ID, the growing surveillance state, and the compromise of both corporate and government databases. We use footnotes to allow anyone to independently verify what we say is in fact true. The information provided for each month is not all inclusive, however you will grasp just how exponentially the proliferation of biometrics is. Does the Constitutional Alliance have the expertise on issues we address?
Before we address what has already taken place in 2025, we will take a minute to inform readers why we are experts. One of our Co-Founders provided testimony about the rigging of tests results by the largest biometric company in the United States at the time. This Co-Founder attended conferences with people from the biometric sector, law enforcement, and others. A member of our Board has sued the state she lives in because her religious freedom was being denied, and her Fourth Amendment rights were being violated. Another Board member is an expert, in his own right, on data protection. He has worked for Fortune 500 and Fortune 50 companies. The Constitutional Alliance has written many pieces of legislation for state legislators across the country. We have met with members of Congress, their staff, and legal counsels for committees. Going back fifteen years ago, we developed a long relationship with the former Program Director for a 501(c))(3) which was tasked with helping states to digitize both all state birth and death records without creating a national database. We asked this person to testify before a state legislative working group, and he accepted our offer. We have a letter from this individual stating what he said in his testimony, which is biometrics are not needed to prove identity and further, biometrics are not needed to know if a person has more than one drivers’ license in their own state or other states. The Constitutional Alliance was originally formed when twenty-three state and national groups all supported the Misson Statement of the Constitutional Alliance. Finally, the Constitutional Alliance, to the best of our knowledge, is the only organization that brought the American Civil Liberties Union (ACLU) national and the American Center for Law and Justice (ACLJ) together at the same time on the3 same stage to oppose the same federal law; Real ID Act 2005. This event took place at the National Press Club.
A basic point of understanding
Biometrics do not identify anyone. Whether talking about fingerprints, digital facial images, iris scans, voice recognition, or even DNA, the simple truth is breeder documents are what identify each of us. A breeder document is an authentic identification document (e.g. birth certificate) that can be legally obtained, which is then used as a foundation for creating other forms of identification (e.g. drivers’ license).4 The reason for using the example of a birth certificate is the Real ID Act 2005 requires the verification of documents that provide a person’s full name at birth, date of birth, and place of birth before a Real ID compliant drivers’ license or valid issued state ID for those that do not drive, can be issued.5 The Department of Homeland Security (DHS) allows for other documents other than a birth certificate to be used as a breeder document, however other acceptable documents must provide a person’s full name at birth, date of birth, and place of birth. The only way a biometric can potentially identify a person is if the DNA of an individual is attached to the breeder document at the time of or near the time of birth. Consider for a moment that spies wish to hide their actual identity, thus they provide fraudulent breeder documents to establish their fraudulent identity and often their place of birth. Having the biometrics of a spy does not tell you the spy’s identity or citizenship.

- “Researchers have developed a LiDAR system capable of capturing high-resolution 3D facial features and detecting human activity at distances up to one kilometer, even through environmental obstacles like fog and smoke.”9
- “The Department of Homeland Security (DHS) has made strides in developing policies and frameworks to govern its AI use, including its use in biometrics, but gaps remain in ensuring AI technologies are used responsibly and ethically, the department’s Inspector General (IG) found.” And “Without appropriate, ongoing governance of its AI, DHS faces an increased risk that its AI efforts will infringe upon the safety and rights of the American people,” the IG warned.”10
- “During this period, sensitive data – including Social Security numbers, financial account details, and government-issued identification documents – were exposed.” And “In a notice on its website, the company said “the personal information contained in these files may have included name, social security number, driver’s license number, other government ID numbers, financial account information, and other data elements.” DISA added that “not every data element was present for every individual.””114. “The research builds on the natural capabilities of human fingers, which simultaneously provide fingerprint authentication and tactile perception. The goal was to integrate identity recognition and touch sensing into a single flexible electronic skin for use in wearable devices.”12

- News about Idemia. This is the same company, Idemia, that provides almost all US identity documents such as drivers' licenses and more. "South Africa’s Transport Minister Barbara Creecy has called for a High Court review following concerns about IDEMIA’s role in a controversial biometric driving license system tender, citing data protection and technical capacity issues among other irregularities.The concerns emerged as part of a broader investigation into the tender process for new driving license card machines, in which an Auditor-General South Africa (AGSA) audit revealed significant irregularities, including IDEMIA’s failure to meet key technical requirements despite winning the bid."13
- The Constitutional Alliance wrote the following: Confirmation the goal is for every person to have a digital ID by 2030, and the expectation is according to them, the goal will be achieved. Total global biometric enrollment. To be clear, we are not suggesting people should not have an ID or that people not use smart phones. We are asking people to appreciate that smart phones just as computers can be hacked. We are also saying our ability to exist should never totally be in the hands of government and/or corporations (keep in mind the previous featured article about Idemia, the company used for biometrics in the U.S. and around the world). You can control settings on your phones and computers. We strongly encourage a VPN and at least 2 of the best malware/virus protection apps.

- Do you believe our biometrics are being shared globally? There are three components of a global system of identification and financial control. A) There must be international standards for the collection, retention, and sharing of biometrics. In fact, in the 2007 Notice of Proposed Rulemaking for the Real ID Act 2005 on page 68 appears at the bottom of the page footnote 17 which reads as follows: “17 The relevant ICAO standard is ICAO 9303 Part 1 Vol 2, specifically ISO/IEC 19794-5 - Information technology - Biometric data interchange formats - Part 5: Face image data, which is incorporated into ICAO 9303..”16 The ICAO (International Civil Aviation Organization) is an organization of the United Nations. The ISO (International Organization for Standardization) provides minimum standards for the collection, retention, and sharing of biometrics globally. B) There must be an enrollment process. In the United States such enrollment is required under the Real ID Act 2005. Whether a person has a Real ID compliant drivers’ license or a non-compliant driver’s license, the standard for the high resolution digital facial image/photograph is the same. C) There must be an international telecommunication system in place to share biometrics globally. Such a system does exist.17 The same company that provides the technology for Interpol also provides the biometric technology for agencies and departments of the federal government here in the United States. As best as we can ascertain, the same company contracts with all states and/or commonwealths.

"Global standards and interoperability: Promoting internationally recognized standards to ensure consistency and security in DPI integration." 4. In April, the Constitutional Alliance wrote: “This post is for those of you who believe your DMV (Department of Motor Vehicles) database is secure. In some states the DMV is called by another name such as, but not all inclusive OMV (Office of Motor Vehicles.) Bad actors are successful because they can pin point what they want and adapt much quicker than bureaucratic agencies and departments can. We will again warn everyone: If you continue to provide your biometrics and other Personal Identifiable Information to government(s) at any level, and corporations, it is only a matter of time before you will pay for doing so.” What we wrote was prompted by an article titled “Hackers stole the driver license info of millions of Oregonians, but judge tosses lawsuit against DMV.” 20“Security researchers have urged customer-facing businesses to improve their verification checks after discovering a large-scale identity farming operation on the dark web. The unnamed underground group compiled a large collection of identity documents and corresponding facial images in a bid to trick Know Your Customer (KYC) verification checks, according to IProov’s Biometric Threat Intelligence service.” THIS SHOULD BE A WAKEUP CALL TO EVERYONE!21“The Department of Homeland Security (DHS) finally acknowledged Wednesday that photos that were part of a facial recognition pilot program were hacked from a Customs and Border Control subcontractor and were leaked on the dark web last year.” 22
5. The Constitutional Alliance has provided far more information than is available in this publication. We have had discussions with cyber experts and people in our own intelligence community. We have been told nothing digital is secure. You may be told that Digital and/or Mobile ID is secure, however this is not the case. It was the Constitutional Alliance that uncovered the largest provider of biometrics in the United States at the time had actually made a secret deal to use the biometric coding of a Russian biometric company. A Pulitzer Prize awarded journalist worked with information we provided to verify what we said about the secret arrangement between the French company Safran and the Russian biometric company Papillion. We also worked with the attorney for the people overseas to come and testify under oath before a state legislative working group.
