Verifying Birth Certificates

This is an URGENT warning to any person considering using a digital device including a smart phone to interact with state or federal government, and yes, also including some entities as insurance companies.

ID.me is a third party that supposedly verifies a person's identity for state agencies and departments, the federal government and other entities. ID.me uses Facial Recognition Technology as part of their identification process. In a test case that the Constitutional Alliance performed, it was also required that a person upload the front and back of their drivers' license and another form of ID such as a social security card. The member of the Constitutional Alliance was also required to turn on their web cam and take a selfie. Their microphone also had to be turned on so the employee of ID.me could interact with the Constitutional Alliance's member in real time to tell the individual if the selfie was sufficient for their purposes. The Constitutional Alliance cannot say if every person who decides to use ID.me would have to do all that the Constitutional Alliance's member was required to do.

The Constitutional Alliance has already provided several states/commonwealths with proposed legislation that would allow people to use other less invasive measures to prove their identity. You may think the process outlined above is not invasive. That is your decision. Just know that it is the goal of states/commonwealths and the federal government to move almost all interactions with individuals between state/commonwealth agencies and departments, and the federal government to digital devices.

There are no completely secure digital devices. States/commonwealths, and corporations, have failed miserably at protecting their own databases. The Constitutional Alliance checks for state/commonwealth and federal government data breaches and compromises every day. The Constitutional Alliance does the same for corporations. There is not a single day that goes by that the Constitutional Alliance does not learn of new hacks or additional information about old hacks/breaches. The Constitutional Alliance has spoken directly with two former NSA employees and private industry employees who told the Constitutional Alliance there are no completely secure databases. Every app you are asked, or worse yet told you must download, only increases the likelihood your device will be compromised. The Constitutional Alliance is not suggesting that people should not use smart phones. That is a choice people should be able to make for themselves, but it is definitely not a decision that the government should be making for you. Certainly, government at any level must not be allowed to require people to download apps.

The Constitutional Alliance wants you to answer one simple question. How is any state agency, department, the federal government, or any third party going to truly verify anyone's identity or for that matter verify citizenship if birth certificates are not being verified? There is law that requires birth certificates to be verified yet that verification is not being done. In fact, there is already a telecommunication network, already in place, that allows for birth certificates to be verified. This network, EVVE (Electronic Verification of Vital Events) does not require, create, or use a centralized national database. One should question why EVVE is purposely being overlooked. We address this issue in the second piece of proposed legislation that the Constitutional Alliance has prepared and sent out to some states/commonwealths.

Pursuant to the Real ID Act 2005, before Real ID drivers' licenses are issued, the birth certificate of the applicant is supposed to be verified; but they are not being verified.

The Constitutional Alliance has proposed legislation for individual states and commonwealths that would require birth certificates to be verified. The Constitutional Alliance's proposed legislation goes further by allowing people whose birth certificate has been lost or damaged by the state/commonwealth where they were born, another chance to verify their identity by answering about 20 questions that pertain specifically to the person. Questions that other people would not know all of the answers to. The Constitutional Alliance's proposed legislation also requires a FOD (Fact of Death) query be done to make sure an applicant for a drivers' license and/or a person registering to vote is not using the birth certificate of a deceased person.

Some have proposed using the SSA's (Social Security Administration) database. The SSA’s database, besides being a vulnerable database, has two issues:

a) there are over ten million errors in the database, and
b) it can take weeks for a death to be reported to the SSA database.

While the SSA’s database awaits the update that a person has died, a different person can use the birth certificate of the deceased person to acquire a drivers' license and/or vote.

The Constitutional Alliance understands there is much debate about immigration reform. Let that debate go on but appreciate that until state/commonwealth governments begin verifying birth certificates nobody can say how many people are in the United States unlawfully. Also, those that believe people unlawfully in the United States voted illegally in any election, should be supporting verifying birth certificates and performing FOD queries. People that contend there were audits done in places such as Arizona, Georgia, Pennsylvania, Michigan, and other places are either naive or intentionally carrying out such audits for show or self preservation. There could be thousands of people who have authentic drivers' licenses but used fraudulent birth certificates, the birth certificates of other people, or the birth certificates of deceased people to register to vote.

The Democrats say they want voting reform.

The Republicans believe they are taking measures for more secure elections.

Neither Democrats nor Republicans are being forthright.

Neither Blue or Red states/commonwealths are verifying birth certificates as they should be. Neither Blue or Red states/commonwealths are doing FOD queries as they should.

The Constitutional Alliance recognizes many citizens are concerned about:

a) welfare reform,
b) other types of fraud,
c) the integrity of elections, and
d) immigration issues.

The Constitutional Alliance's motivation is the social welfare of the country. We, as a country, must know if a person is who they say they are, and if a person who says they are a citizen, is in fact a citizen.

Yes, all the issues the Constitutional Alliance has said are impacted when birth certificates are not verified and FOD queries are not done. The Constitutional Alliance believes we must protect our country from acts of foreign terrorism on our soil. Verifying birth certificates and doing FOD queries is a must if we are to save the lives, freedom, and sovereignty of U.S. citizens.

Too many people and organizations complain about problems but do not offer solutions. The Constitutional Alliance does offer solutions and has been doing so for nearly 20 years. The Constitutional Alliance strongly encourages you to contact your state legislators and let them know you want both pieces of the Constitutional Alliance's proposed legislation introduced in your state/commonwealth. If you are a state legislator or a private citizen, you can get copies of the proposed legislation by contacting us.
