Constitutional Alliance – With knowledge comes responsibility.
We each have a responsibility to our service members who have died or been injured to protect our Constitutional rights and to the children of today and tomorrow.
This article covers the use of technology, the Real ID Act 2005, the use of biometrics with a focus on FRT (Facial Recognition Technology), the government breaking the law by not verifying breeder documents such as birth certificates, and what every person can and should do. Only the Constitutional Alliance articulates why knowing a person is who they say they are and establishing a person’s citizenship is so important to each of us; only the Constitutional Alliance has the solution to assure everyone, we know people are who they say they are. We are asking each person who reads this article to send one email to a person we provide at the bottom of this email. We provide the email address, subject line, and body for the email we need you to send.
What your name is or who you are will not matter in the system being implemented all over the world.
Your ability to buy, sell, travel, bank, and work will all need to be granted by governments and corporations. We are each going to be identified by a series of numbers unique to each of us. Biometrics is simply defined as unique measurements of our body. Bio refers to your body and metrics are numbers. This paper will leave no doubt there will be a global system of identification and financial control. Whether we agree with implementing a cashless society or not, there is no question of what the direction is we are heading.1
The Constitutional Alliance is not anti-technology
What appears to be a very simple straightforward question was asked of viewers during a weekend television program. The question was, do the benefits of technology outweigh any threats to individual privacy? The answer to the question was 51% said no, and 49% said yes.
The question is not as straightforward as it may appear. There are many different technologies, many of which most people are not aware of. The Constitutional Alliance listed many of the technologies in a recent article. 2
Consider predictive analytics and Artificial Intelligence being used simultaneously. Police might visit an address to prevent crime, only to find nothing unlawful. If there were children in the house, the police could inadvertently traumatize the children. There is also gunshot detection technology. 3 Law enforcement is notified when the technology indicates a shot or shots were fired in a city. We expect law enforcement to react immediately with the appropriate manpower and resources. A study was done with less than overwhelming results. The technology was wrong 80% of the time!4 We could provide many examples of when technology does not work as advertised. One of the Co-Founders of the Constitutional Alliance provided invaluable and irrefutable evidence over twenty years ago that testing of biometrics was rigged to obtain desired results. The Co-Founder also provided evidence of other wrongdoing.
The benefit of technology depends on several factors including the moral character of the people providing the technology. There is also the issue of the public’s awareness that the technology in question is being used. Stingray devices mimic cellphone towers5. Stingray devices intercept personal data from your smartphone. For many years the company that manufactures the devices insisted nondisclosure agreements were signed by the law enforcement jurisdictions that used the devices.6
The Real ID Act 2005
- The Real ID Act 7 was signed into law by former President Bush in 2005. The law allows the federal government to decide what information must be provided by drivers’ license applicants to obtain a Real ID compliant drivers’ license or Real ID compliant Valid w/Photo ID for those that do not drive.
- The law also allows the Secretary of the Department of Homeland Security (DHS) to add to what Official Purposes require a Real ID compliant drivers’ license or Valid issued State ID card for those who do not drive. The Real ID Act does allow for some federally issued ID documents such as passports to be used in lieu of a Real ID compliant license. The Secretary does not need Congress to add to the Official Purposes which would require a Real ID compliant drivers’ license or an acceptable federal ID document such as a passport. The law says the Secretary of DHS can add Official Purposes as the Secretary deems necessary.
- The law requires breeder documents be verified8 before a Real ID compliant drivers’ license or State issued compliant photo ID is issued. A breeder document is the foundational document that establishes who a person is. Without verification of breeder documents our government does not know if people are who they say they are. DHS (Department of Homeland Security) admitted in a December 2025 court filing, a Real ID compliant drivers’ license does NOT establish citizenship.9
- The prize of the Real ID Act for both state and federal government is on page 68, footnote 17, of the Notice of Proposed RuleMaking for the Real ID Act 2005 published March 2007, by the DHS.10 The footnote requires that the digital facial image/photograph for drivers’ license meet international standards for use with FRT (Facial Recognition Technology).
- Efforts to repeal the Real ID Act have been fruitless for several reasons including but not limited to state and national elected leaders who do not want to be seen as weak on crime and/or terrorism. The fact is Real ID is not needed and as stated above, the prize is our biometrics. Several states require both fingerprinting and a high resolution digital facial image/photograph compatible with FRT.
- The information required to obtain a Real ID compliant driver’s license and a non-compliant driver’s license is housed in the same database. Both compliant Real ID driver’s licenses and non-compliant drivers’ license require the capture/collection of a high resolution digital facial image/photograph compatible with FRT. Simply put, a compliant driver’s license and a non-compliant driver’s license offer a distinction without a difference.
- DHS refers to AAMVA (American Association of Motor Vehicle Administrators) as the hub and backbone for the Real ID Act implementation.
- In The Real ID Act 2005, Final Rules published in 2008, the following language appears on page 4. "With respect to data verification, AAMVAnet already supports verification of both social security numbers (SSNs) and birth certificates. These application systems enable States to query the Social Security On-Line Verification (SSOLV) database managed by the Social Security Administration (SSA) and the Electronic Verification of Vital Events (EVVE) system owned and operated by NAPHSIS (National Association of Public Health Statistics and information Systems). While 47 States currently verify SSNs through AAMVAnet, verification of birth certificates is limited to those states whose vital events records are available to other states, and agencies and departments of the federal government.
- NOT all states are utilizing EVVE (Electronic Verification of Vital Events). EVVE is one way to verify birth certificates and do much more with additional software coding. If any state(s) is not participating the effectiveness of EVVE is substantially reduced. Take for example Texas. Millions of people have been born in Texas and eventually moved to other states. The states the people moved to would not be able to verify the birth certificates of those people born in Texas.
- The fact there have been many thousands of authentic Real ID compliant drivers’ licenses issued fraudulently is further evidence that the tens of billions spent on Real ID has been wasted.11 In addition to Texas, many other states have issued authentic Real ID compliant drivers licenses albeit fraudulently. What separates Texas is the people who crossed our Southern border illegally used coyotes (people smugglers) who work with drug cartels. The solution the Constitutional Alliance developed does not require your biometrics or additional national and/or state databases to be created.
Biometrics with an emphasis on FRT [Information is Power and Power is Control]
Information is Power and Power is Control – There is no more valuable information than your biometrics
FRT is the biometric of choice because the use of FRT does not require the knowledge or consent of the people.12 The Constitutional Alliance does not oppose the use of FRT in all instances. Judicial warrants showing probable cause should be required to use FRT when the person or people who are subjected to FRT do not have knowledge of the use of FRT or have not given their consent. The Constitutional Alliance supports law enforcement. There are over twenty million traffic stops a year13 with few every rising to the level of abuse of power.
The Constitutional Alliance does not oppose CCTV (Closed Circuit TV) cameras. If a camera captures a person assaulting another person, law enforcement can ask a judge to issue a John Doe warrant which would be to specifically find and/or locate the perpetrator of the crime.14 FRT should also be allowed to be used to find a missing person provided there is consent by a family member or legal guardian. The Constitutional Alliance has met with members of congress, committee counsel, and spoken with different presidential administrations about the need for federal laws to govern the use of FRT. We cannot reconcile a free society with a surveillance state.
FRT allows government and corporations to know where you are at, what you are doing, with whom you are with, where you are going, what your mode of transportation is, and much more without your knowledge or consent.
In today’s world we are moving towards digital or smart devices replacing analog devices.
Televisions, phones, thermostats, microwaves, and doorbells, such as Ring are becoming the norm. Smart devices allow you to be surveilled inside your home or office. Smart televisions and Ring doorbells can capture audio inside the home. The Constitutional Alliance has published an article titled, The Chilling Effect15 that addresses the way people act and what people say when there is ubiquitous surveillance. Every stroke on a computer keyboard can be captured and used to determine what you are typing on your computer.16
With an increase in knowledge comes more advanced technologies
Recently Bill Gates discussed an UR code17 that would be applied on or in every person. The UR code would be used to conduct financial transactions, make a receive telephone calls and text messages, and contain your biometrics.
The capability of technology is advancing exponentially. We continue to stretch the rubber band – the use of technology. At some point the rubber band will snap and break. Once the rubber band breaks, there is no going back to a time before the rubber band breaks. Artificial Intelligence must be implemented slowly with caution being the priority. Especially disturbing is the force multiplier of combining Artificial Intelligence with predictive analytics. We, as a country, are out of control, and what happens when anything is out of control? The worst outcome should be expected, not the best outcome. Is that what we want to pass on to our children and grandchildren?
Global ID
Because international standards are required for the collection/capture of your high resolution digital facial image/photograph when you acquire a drivers’ license or passport, we are being enrolled into a global system of financial control. With Digital and/or Mobile ID moving all mankind towards a system Christians read about in Revelation 13:14-1818. For non-Christians, the system will result in a loss of your Constitutionally protected rights. Nearly all people in the world are already in this system, and there are currently multiple international telecommunication networks the United States participates in that allow for the sharing of our biometrics. The United States has agreements with many countries to share biometrics. The United States works with INTERPOL which operates in at least 196 countries19. INTERPOL also shares biometrics with member countries.
There are three elements of a global ID. A) Enrollment (We have the enrollment element satisfied with applying for a drivers’ license or passport) B) International standards to facilitate the sharing of information (We have the standard on page 68, footnote 17, of the Notice of Proposed RuleMaking for the Real ID Act 2005 published March 2007, by the DHS – and also with passports20) C) An international telecommunication network to share the standardized information – in this case the high resolution, digital facial image/photograph. Interpol uses what it refers to as I-24/7 network which allows for your Personal Identifiable Information, including your biometrics to be shared globally21 - In addition, the information in state Department of Motor Vehicles databases can be shared using what is now referred to as the International Justice and Public Safety Network.22

U.N. Agenda 2030 has a Legal Identity goal for all people
The Sustainable Development Goal is listed as 16:9. We cannot say the countries of the world will meet the 2030 goal. A component of establishing a legal identity is the individuals’ biometrics are collected and retained. Finding evidence to support the biometric component is not easy. The fact is in 2024, 193 countries agreed to move forward with Digital ID. The very nature of Digital ID is incorporating a biometric component.
Many times, we are asked how every person in the world can be enrolled into such a global biometric system? We use India as an example. India’s population is approximately 1.5 billion people23. Many of the people live in remote areas where cars and other likely used modes of transportation are not feasible. In India, computers, desks, and other essentials to enroll people into India’s biometric program called Aadhaar were transported using donkeys.24 Go ahead and laugh but know 99% of all adults in India are already enrolled into Aadhaar.25
Why we must know, people are who they say they are, and establish the citizenship of everyone in the United States
- As we all know there are many people who belong to drug cartels, traffic in young girls, and known or suspected terrorists who want to commit heinous acts inside the United States. Knowing people are who they say they are, is a national security imperative.
- Voter integrity is critical because we must be able to trust election results. We must be able to verify citizenship. Currently, there are many calling for Valid w/Photo identification to register to vote and some want a Valid w/Photo ID to vote. Apparently, the people insisting on Valid w/Photo ID have not learned that a Real ID complaint drivers’ license does not establish citizenship. The word ‘Valid’ is defined as legally issued. Because breeder documents are not verified as the law requires, Real ID drivers’ licenses are not Valid despite what lawmakers will tell you.
- Many entitlement programs are only for U.S. citizens.
- It is important that we know how many people are unlawfully in the United States. The Constitutional Alliance believes people in the United States unlawfully should not be entitled to representation in congress. We are not suggesting there should not be advocates for people unlawfully in the United States. We would like for a census to be done that does not include people unlawfully in the United States. While it is true that our Constitution, Article I, Section 2, Clause 3 requires a census every ten years, there is no law that forbids a census at any other time.
The Constitutional Alliance does not support a Constitutional Convention. That said, if a state knowingly violated federal immigration law the Constitutional Alliance would support a financial penalty or penalties. Perhaps grant money for transportation or other areas could be withheld.
The fact is a family, or an individual cannot prepare their budget without knowing how much money they have on hand and how much money they have coming in either by salary or investments. With any budget the family or individual must know how much money is needed each month for expenses.
Congress allocates money each year, or at least Congress is supposed to pass a budget each year. How is it that we expect Congress to pass a budget without knowing how many people are lawfully residing in each state?
What are states, congress, and/or President Trump doing?
- Only the Constitutional Alliance worked for years with the leading identity expert at the time in the United States, to develop a solution to make sure people are who they say they are and to establish a person’s citizenship. Only 4% of Independents, 2% of Democrats, and 1% of Republicans lacked easy access to proof of citizenship documents.26 We are talking about easy access, not no access. If a person truly has no access for any reason, including their state does not have an original or certified copy of the individual’s birth certificate, there are alternative ways to establish citizenship, and to make sure people are who they say they are.
- The leading identity expert testified under oath and provided written testimony that the solution would not only do what is needed but also would not need or require a person’s biometrics. The Constitutional Alliance has the leading identity expert’s written answers to questions asked by elected officials and others. Biometrics is the foundation of the surveillance state.
- Currently states are using SSOLV (Social Security Online Verification) and/or SAVE (Social Security Verification of Employment) to determine the identity of an individual. Neither SSOLV nor SAVE determine a person’s identity. In fact, the Social Security Administration provides ways to prove identity, but none of the ways is by using the Social Security Administration database(s). The ways the Social Security Administration accepts are by providing your passport, a Real ID compliant drivers’ license, or other acceptable federal ID documents. The passport, Real ID license, and other federally acceptable documents each have one thing in common. Each document the federal government accepts requires breeder documents. If breeder documents are not verified, regardless of what form of ID is accepted, the ID document will be worthless. The Social Security Administrations database(s) will allow a query that will send a match if a person’s name is a match to a person’s social security number. Social Security Administrations database(s) will also allow for verifying a person’s citizenship status if the person is not a U.S. citizen.27
- A person does not need to be a U.S. citizen to acquire a Social Security Number or for that matter, a Real ID compliant drivers’ license.
They told us what they wanted to do, and we did not pay attention. In fact, we did little to nothing
- Julian Ashbourn, Chairman of the International Biometric Association, said in 2005 (the same year the Real ID Act 2005 became a federal law) “What information do governments share? With whom my data is shared and why?” are questions according to Ashbourn that need to be answered by an agency with global powers.28
- During an interview Robert Mocny, then acting program manager for U.S. Visitor and Immigrant Status Indicator Technology program sketched the outline of a “Global Security Envelope of internationally shared biometric data that would permanently link individuals with their personal data held by governments and corporations.”29
- Dietrich Bonhoeffer is attributed with the following two quotes:
“Not to speak is to speak. Not to act is to act.” And “Silence in the face of evil is evil itself.”30
What citizens must do to pressure those that can make sure people are who they say they are and to establish the citizenship of people
- We all must realize there are people on the left and right that do not want to solve the problem of making sure people are who they say they are. Those on the left do not want to be confronted by their base for implementing a system that would expose people in the United States who are not here legally. The people on the right choose to use the issue of illegal immigration to rally their base and make democrats look weak.
- The reality is our house is on fire and people inside the house are busy blaming one another for starting the fire, with the result of all people in the house burning to death or as the case is today, the burning of our Constitutional rights.
- We must be smart enough to use mainstream media to our advantage. There are two actions we must all take.
