Let's examine what separates the Constitutional Alliance from all other organizations. We do so humbly but unapologetically. Those who choose to ignore the urgency of the situation our country finds itself in will own what the future holds.

Real ID complaint licenses do not establish citizenship

The problem is we do not know if people are who they say they are, and we do not know with certainty what is the citizenship status of the people in the United States. DHS (Department of Homeland Security) acknowledged in a lawsuit fling 18 December 2025, Real ID complaint licenses do not establish citizenship.

The Constitutional Alliance has been raising this issue for nearly twenty years.

No other organization on the right or left can say they focused on the issue of knowing if people are who they say they are.

Certainly, no other organization has provided the solution. The Constitutional Alliance worked with one of, if not the leading identity expert in the country.

Biometrics can be used for a number of applications, including access control and surveillance. Biometrics is the foundation of the surveillance state. There are minimum international adopted standards for the collection/capture, retention, and sharing of your biometrics. There are multiple international telecommunication networks that allow for your biometrics to be shared globally. Agreements are already in place for the sharing of your biometrics with nearly every country in the world. These standards are set by the International Organization of Standardization and have been adopted by the ICAO (International Civil Aviation Organization), an agency of the United Nations. The Constitutional Alliance does not oppose the use of FRT (Facial Recognition Technology) in all instances. When FRT is used without the knowledge or consent of people then a warrant should be obtained. Warrants can be John Doe or Jane Doe warrants, if the name of a person is not known.

Breeder documents are the foundational documents that identify who people are and establish citizenship. A birth certificate is one example of a breeder document. A social security card and/or number should not be used for identification. You do not need to be a citizen to get a social security card/number. Currently, breeder documents are not being verified even though this is required by law.

Only the Constitutional Alliance has articulated why repealing the entire Real ID Act 2005 would be a grave mistake. If Real ID was fully repealed The Intelligence Reform and Terrorist Prevention Act 2004, Sec. 7212 would again become the law of the land. Section 7212 gives the federal government control over state issued drivers' licenses, and the resulting Rulemaking process could prove more egregious than the Real ID Act 2005. The point is Real ID must be surgically repealed. Title I of the Real ID Act is about immigration and provides our presidents with the needed latitude to defend our borders.
Only the Constitutional Alliance has been honest about there being a distinction without a difference between a Real ID Act compliant drivers' license or a Real ID compliant State issued ID for those that do not drive, and a non-compliant Real ID drivers' license or non-compliant State issued ID for those that do not drive. There are not separate databases for compliant and non-compliant drivers' licenses or ID's. Most states have already signed on to AAMVA's (American Association of Motor Vehicles Administrators) S2S (State to State) program. The Constitutional Alliance recognizes Project Identity for it's expertise on AAMVA and AAMVA's information sharing platform. Point of information - The DPPA of 1994 (Drivers' Privacy and Protection Act) essentially nullifies protection of your Personal Identifiable Information including your biometrics in your DMV (Department of Motor Vehicles) database (states have different names for the agency or department that oversees the issuance of drivers' licenses.)

THREE REASONS THAT CREATE THE URGENCY FOR KNOWING A PERSON IS WHO THEY SAY THEY ARE:

1) National security. Because the Constitutional Alliance is not partisan, we do not play favorites. The fact is former President Biden had an open-door policy on our border for the first 42 months of his presidency. There is irrefutable evidence that there were known and suspected terrorists among the group of people who crossed our borders illegally. Yes, the cost of another attack on our soil would be financially devastating, however the loss of lives would be unforgivable being that we are not verifying breeder documents.

2) Voter integrity. An argument frequently made is voter fraud is a rare exception. First, voter fraud is not as rare as some people would like for the public to believe. Second, if we are not verifying people are who they say they are, and according to DHS, a Real ID compliant drivers' license should not be used to verify citizenship, then how does anyone know how many actual cases of voter fraud take place in any election?

3) Allotment of seats in the House of Representatives. While it is true that Article I, Section 2 of the United States Constitution does require a census every ten years counting all people in the United States. the Census Bureau receives reports about military personnel stationed overseas from the Department of War. We need accurate data which does not include people unlawfully in the United States. You, or a family cannot make a budget without knowing how much money you have coming in and how much money you have on hand. Once you know what money is available, then you know what you can spend. Whether speaking about seats allowed to each state in the House of Representatives or money going to individual states for a variety of reasons, just as with your budget, we must know what number of citizens we are dealing with.

The Constitutional Alliance does not take a position per se on immigration reform other than if there is immigration reform it must not be at the expense of the rights of citizens. However, the group of people who qualify for what is called a UVisa should be permitted to stay in the United States and obtain citizenship. These are people who have been the victims of violent crimes. We need the testimony of these people to take violent criminals off the street. Trials and subsequent appeals can take years.

Finally, the Constitutional Alliance reached out to many demographics to work with us to have our solution implemented. We did not exclude people because of their race, ethnicity, religion, gender, or sexual orientation. Ultimately, a decision was made that the issue of knowing people are who they say they are, and establishing verifiable citizenship is too important to count on others. National security is not about ego or pride. We are thankful to the few people we asked and responded to help us make sure the solution is in the hands of people who can implement the solution as quickly as possible. We can wait no longer or take a back seat to any other group or organization about the issue of making sure people are who they say they are. The Constitutional Alliance felt obligated to finally inform people about what separates the Constitutional Alliance from other groups/organizations. The lives that are saved may be yours or people you know.
